Organization:  BS-BioSciences Area Office

 

Berkeley Lab’s Biosciences Area Office has an opening for a Building Manager.  Reporting directly to the Area Lead for Facilities, Property and Site Planning, this position serves as the Facilities Manager for Biosciences locations in Building 86 and West Berkeley (717 Potter Street) and other campus and hill locations as requested. This position will play a key role in assisting and coordinating the Area’s research support, and in achieving operational and organizational objectives.

 

Under general supervision, the incumbent will consult with the supervisor and other technical professionals for guidance and will apply technical expertise and knowledge of building systems and research equipment to plan, organize, and effectively coordinate maintenance and repair of building systems and shared equipment. This position serves as the primary point of contact for the coordination of work with LBNL, off-site building landlord(s) and designated outside vendors. Under general guidance, the incumbent will follow established procedures and guidelines for requesting maintenance, repair, and other work requests through the respective LBNL or Landlord support tracking systems.  The individual will review requests for support for systems and equipment, including preparation of work scope, hazard identification and preparation of safety documentation, certificates of insurance, and oversee the on-site work of technicians and support personnel.  Reviews estimates for planned work, coordinate purchase orders and ensures all coordinated work is performed within LBNL requirements. 

 

The position requires familiarity with the review of equipment, material, time and cost to accomplish technical support objectives in office, plant and laboratory areas. Reviews work scope and obtain estimates on design costs including equipment, installation, labor, materials, preparation and other related costs. Develops criteria and performance specifications for facilities and equipment required to meet unique operating requirements, as well as building and safety codes. Participates in and contributes to the development of division building, health and safety, and emergency plans, building and safety reviews, inspections and corrective actions. Under limited supervision, implement plans, assess effectiveness and suggest ongoing improvements.

 

The incumbent will also serve as the Property Representative and primary point of contact for Biosciences staff within assigned locations.  The individual is responsible for management of information in the Asset Management System, supporting Area staff with assignment and updates to custodianship, and participating in property audits and inventories. 

 

This position will interact with internal and external personnel on significant issues requiring resolution of basic to moderately complex technical problems. Exercise leadership and communicate effectively and diplomatically with all levels of management and scientific staff among Biosciences, LBNL, and external institutions. 

 

What You Will Do:

• Serve as liaison with various LBNL entities, landlords, and outside vendors to coordinate and ensure timely progress, budget adherence and completion of maintenance, construction and renovation, moves and building projects, within assigned Biosciences locations as the primary interface with staff in multiple divisions in several locations including building 86 and West Berkeley, while meeting EH&S requirements and minimizing disruption of research.

• Routinely manages moderately complex technical problems requiring interaction with engineers, facilities personnel, landlords, outside contractors and area scientists to timely and successful completion. 

• Provide facilities coordination support in all areas of facility management, including but not limited to: work request origination and management, coordinating moves, facility emergency response and off-hours support, as well as overseeing the SAM Site Access system management, hard key order and telephone and network service generation and distribution.

• Proactively assist in facility and EHS inspections and assessments, to identify and correct issues requiring close coordination with EH&S; and conduct regular inspections of Biosciences lab and office areas to ensure proper function and use of the division’s space and facilities.

• Manage building-wide resources including, but not limited to, autoclave/dish-wash facilities, centralized gas distribution systems, and providers, shared storage rooms, and conference rooms.

• Serve as primary point of contact for SJHA support, the Building Emergency Team Lead, and coordinate the building emergency team efforts within assigned locations.

• Ensure the space data related to occupants, assignments and current usage are updated and maintained. 

• Represent Biosciences as liaison to the Landlord.  Serve as point of contact for local emergency response agencies for planning and emergencies.

• Provide Ergonomic Advocate support to personnel within assigned locations.

• Coordinate and manage asset oversight and control activities for assigned locations within the Biosciences Area, acting as the primary point of contact for all property matters.

• Assign and update custodianship of assets and manage information updates to the Asset Management System. 

• Coordinate necessary asset agreements, transfers, and retirement forms.

• Participates in property audits and assessments.  Executes annual physical inventories. 

 

What is Required: 

• Knowledge equivalent to a Bachelor’s degree in functional specialty and extensive related professional experience.

• Experience working in a fast-paced team environment, responding to time urgent requests from customers.

• Excellent written and verbal communications skills to interact with a variety of stakeholders, including scientific and non-scientific staff, project managers, landlords, EH&S colleagues, managers, and subcontractors.

• Excellent organizational skills, detail-oriented, with the ability to independently manage diverse and moderately complex projects with frequent interruptions and changing priorities.

• Must be self-motivated and exercise a high degree of discretion, mature judgment, and tact in handling sensitive information.

• Proven ability to work independently, and as a team member, with general task definition.

• Demonstrated experience working in technical settings and within procedural or regulatory requirements. 

• Proven ability to develop, assess, and maintain basic building maintenance and planning documentation, or relevant equivalent processes and/or documentation.

• Proficiency with standard business software, including word processing, presentation software, and spreadsheets.

 

Additional Desired Qualifications:

• Experience in the use of databases, tracking software and shared online resources.
