Position Summary:        

 

The Director of Facilities and Capital Projects is a result driven leader responsible for overseeing the preservation of all Columbia Residential communities and assets.  This position also supervises the work product of the Regional Service Managers and the Capital Project team members.

 

Essential Job Duties and Responsibilities:

 

  • Strategically develop policies, procedures, guidelines and programs to promote a safe and secure environment for team members, residents, vendors, and customers as it relates to the preservation of the Company’s communities and assets.
  • Knowledge of affordable housing inspection and review responses and follow up.
  • Execute a preventive maintenance program and preserve the physical asset for company portfolio.
  • Oversee and maintain the physical condition of all properties and UPCS/REAC readiness.
  • Oversee and negotiate capital improvements and contracts.
  • Verify that site inspections are happening and effective as a preventative tool.  This is for interiors and exteriors.
  • Evaluate vendors, suppliers and their services on a routine basis to determine quality, pricing and customer service and suggestion recommended changes as needed to President of Property Management.
  • Lead Regional Service Managers and on-site maintenance staff in the diagnosis and repairs related to HVAC, electrical, plumbing, appliance, pools, carpentry, dry wall, interior and exterior structure preservation.
  • Must demonstrate a thorough understanding of standards of performance and effectively utilize coaching, training, and other methods to ensure team’s performance consistently meets and/or exceeds standards of performance.
  • Maintain a high degree of trust, loyalty, and truthfulness as a Fiduciary of the Company.
  • Participates in the preparation of annual operating budgets and capital planning and ensures that funding sources are determined prior to any capital work commencing.
  • Other responsibilities as assigned/needed.
  • Responsible for developing a sound tracking system for all capital projects related to the bidding process and project completion.

 

Skills/Specialized Knowledge:

  • Ability to read, write, understand, and communicate in English.
  • Ability to use a personal computer and working knowledge of Microsoft Word, Outlook and Excel.
  • Knowledge of (property) site functionality.
  • Proven experience in supervising a team
  • Strong organizational and time-management skills.
  • Excellent customer service and interpersonal skills.
  • Ability to set goals and consistently meet deadlines.
  • Ability to use standard maintenance tools and equipment.
  • Knowledge of federal fair housing laws and any applicable local housing provisions.

  • Ability to successfully delegate.
  • Ability to conduct interviews.
  • Ability to maintain confidentiality.

 

Education and Experience:

  • High school diploma or equivalent is required.
  • Project Management Experience a plus
  • Professional Engineer (P.E) or Architectural Planning experience a plus
  • College Degree preferred.
  • Have worked with affordable housing financing structures and policies a plus ( LIHTC, HUD, ETC)
  • A minimum of ten (10) years of facilities management/project management experience in property management or related field.

 

Required licenses or Certifications:

  • Current driver's license and automobile insurance.
  • Heating, Ventilation and Air Conditioning (HVAC) certification.
  • Environmental Protection Agency (EPA) certification.
  • Certified Pool Operator (CPO) certification.
  • Other license and/or certifications as required by state law.


Other Requirements:

  • Must be reachable at all times via phone except during approved time off.
  • Demonstrate skill in providing leadership in a supervisory capacity and team-based environment. 
  • Some travel required (between 10% and 25% of year).

 

Physical Demands:

  • Must demonstrate the ability to stand for periods of time, walk, bend, stoop, climb, kneel, crawl, and lift to perform the work.
  • Must demonstrate the ability to identify and distinguish colors and odors
  • Must be able to handle exposure to noise, vibrations, atmospheric conditions, chemicals, as well as working in confined or restricted spaces.
