This full-time, career position in the Park Development Division of the Montgomery County, Maryland, Department of Parks offers an excellent opportunity for an experienced and forward-thinking land management and acquisition professional to manage the Division's Land Management Section, which is responsible for the Department's Parkland Acquisition, Land Survey and Enforcement of Parkland Encroachments work programs.

The incumbent plans and implements land acquisition programs through the master planning process, negotiation with property owners, and regulatory processes. S/he possesses a comprehensive knowledge of real estate and land management practices with highly proficient skills in project management, negotiation, communication, and enforcement.  S/he must be detail-oriented and a problem-solver who is able to deal with complex situations.

The incumbent must demonstrate abilities to manage multiple work programs and professional staff effectively, coordinate with internal and external stakeholders who have different priorities and deliver work products with limited resources and tight deadlines. This position must be able to work well with people outside of the organization to share information, obtain agreement or compliance, present and defend the Department's positions, and lead the Section as an integral part of the Division's Capital Improvement Program (CIP) team.

Examples of important duties:
* Manages work programs and supervises land acquisition specialists, surveyors, and encroachment enforcement staff;
* Performs full range of supervisory human resources management functions, such as recruitment, staff  training and development, and performance evaluation;
* Services on the Division's management team to collaborate on division-wide work and policy issues;
* Prepares the Department's six-year CIP for property acquisition on adopted master plans, and develops periodic reports of project status, expenditures, and parkland inventory.;
*Coordinates with Park Planning and Planning Department staff in prioritizing potential land acquisitions using the appropriate funding criteria, area master plan recommendations, and countywide park development needs;
* Oversees the negotiation and execution of complex real estate contracts, easements, and covenants;
* Presents land acquisition recommendations to the Montgomery County Planning Board for approval and to the Montgomery County Council if required;
* Oversees the land survey program to provide survey services to the M-NCPPC staff in identifying park boundaries, underground utility lines, and existing park facilities;
* Manages and improves the Department's enforcement procedure for parkland encroachment cases.


PREFERRED SKILLS:

Excellent human relations skills and ability to negotiate and facilitate the cooperative effort of others.
* Exceptional organizational and analytical  skills and understanding of complex appraisal reports and financial analyses.
* Strong leadership skills in motivating staff members and promoting teamwork.
*Computer literacy, especially regarding word processing, PowerPoint, spreadsheet analysis, project scheduling and data management  software.

PREFERRED QUALIFICATIONS:
*
Several years of supervisory experience in land management or related fields;
* Comprehensive knowledge of land acquisition techniques including appraisal procedures, negotiations, condemnation and related court procedures, property values, taxation, and tax benefits;
* Considerable experience in negotiating land and property acquisition for a public agency;
* Good working knowledge of technical advances, equipment, devices, and hardware related to land surveying.

MINIMUM QUALIFICATIONS:
* Master's degree in Real Estate, Business Administration, Public Administration, or a related field, plus three years of highly responsible and varied experience related to real estate management, land appraisal, and negotiating land and property acquisitions.  Experience with a municipal jurisdiction is highly desirable; or
* Bachelor's degree in Real Estate, Business Administration, Public Administration, or a related field, plus five years of highly responsible and varied experience related to real estate management, land appraisal, and negotiating land and property acquisitions.  Experience with a municipal jurisdiction is highly desirable; or
* An equivalent combination of education and experience.

SUPPLEMENTAL INFORMATION:
Excellent benefits package includes generous leave,extensive health coverage, deferred compensation plan, employer's retirement plan, and work-life programs.  Salary Range is $69,175 - $120,559.  Position closes 5/15/18 @11:59 PM
