The City University of New York (CUNY) is embarked on a multi-billion dollar and multi-year capital design and construction program at its 25 campuses. The Office of Facilities Planning, Construction, and Managemnent (FPCM) Department of Design, Construction and Management (DDCM) executes capital projects on behalf of the University. As a member of the management team in FPCM, the Director of Engineering and Chief Engineer plays a vital role in the successful implementation of this program. Specifically, the Director of Engineering and Chief Engineer:
- Plan and implements the design and engineering of funded projects,
- Coordinates Design phasing, scheduling, and execution of construction in concert with college operating conditions,
- Develop and oversee design standards at CUNY and deal with all authorities having jurisdictions and to deal with Codes and standards issues.
- Support the trouble shooting of building issues that arise at the different campuses,
- Provides technical support for scope development of proposed projects and for the design and construction of projects, and
- Oversees energy conservation planning and project coordination.
- Provide professional expertise and technical assistance to the Vice Chancellor of FPCM.
- Supervise units within DDCM including Program and Design Management; Engineering Services, Energy related projects and coordinate with Construction.
- Manage and lead a team of professionals including Mechanical, Electrical, Energy Sustainability, and Architectural Services Specialists.
- Provide comprehensive professional services in all disciplines of engineering in coordination with architectural staff for capital construction, facility renovations and maintenance for the benefit of the CUNY campuses and Central Office.
- Administer engineering and architectural services for CUNY, the Dormitory Authority of New York State (DASNY), and the New York State Power Authority (NYPA) projects.
- Develop project budgets and ensure that design would meet the assigned budgets.
- Provide technical assistant to college campuses on an as needed basis and work closely with New York City’s Buildings, Fire, Environment Protection and Health Departments to ensure that campus facilities comply with City laws and codes.
- Direct the design and installation of fire alarm and security projects, the design and installation of retro-commissioning and mechanical systems, and energy performance contracts during design phase and construction phase.
- Manage and resolve CUNY's code violations; Local Law 11 inspections; and elevator and escalator inspections.
- Review Building Department documentation for obtaining Certificate of Occupancy.
- Serve as the Head of all Quality Assurance/Quality Control for the engineering of capital projects within the institution.
- Prepare Americans with Disabilities Act (ADA) standards and assist in resolving Office for Civil Rights (OCR) complaints.
- Oversee college facilities operations at all CUNY colleges and campuses.
- Seek opportunities for sustainable design, energy efficiency, "green" design and construction methods, and Leadership in Energy and Environmental Design (LEED) Accreditation for both new building construction and significant renovations.
- Develop technical and management reports and evaluate technical reports developed by outside consultants.
- Write technical standards for use in CUNY design and construction projects and prepare CUNY's Design Guidelines.
- Represent DDCM at meetings within CUNY and with other government and quasi government agencies as needed.
- A Bachelor’s degree in Mechanical / Electrical Engineering or architecture.
- At least five years of design and construction management experience as senior project manager, with an understanding of building engineering components and construction.
- At least eight years of professional engineering experience including at least two years at a supervisory or managerial level at an engineering or construction management firm, public agency or related entity.
- Experience in project management methodologies, planning, cost control, construction economics, cost life cycle analyses, and financial management.
- A valid New York State Professional Engineer’s License or New York State Architecture License.
- Knowledge of related legislation, regulations, New York City and New York State codes and Board policies, procedures, and collective agreements.
- Master’s degree in Mechanical / Electrical engineering or Architecture.
- Project Management Professional (PMP) Certification.
- Ability to lead and manage teams and use strategic and tactical judgment to make decisions and handle various situations.
- Strong technical and analytical skills.
- Proven ability in promoting equitable practices which value inclusiveness and diversity.
- Computer skills, including email, spreadsheets, databases, project management and presentation packages.
