Under general supervision, performs planning, research and administrative work in directing the activities of the Town planning and zoning program. Is responsible for refinement of the Town's comprehensive land use plan and land development code through reports and recommendations. Is also responsible for determining work procedures and applicable time tables, and for carrying projects through to completion.  This full-time (40-hour per week) position reports to the Chief Building Official / Building Department Director.

EXAMPLES OF ESSENTIAL FUNCTIONS:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
 
Reviews and processes Building Department applications to include comprehensive land use plan amendments, re-zonings, developments of regional impact, notice of proposed change applications, annexations, site plans, abandonments, and conditional uses.
 
Advises developers and property owners of policies and regulations.
 
Reviews permits for conformance to zoning regulations.
 
Aids applicants, citizens and Town employees throughout the development review process.
 
Represents the Building Department at various public meetings, to include civic and homeowner association meetings that typically occur in the evening hours.
 
Responds to inquiries, in-person and on the phone, from the public regarding planning and zoning activities.
 
Updates maps in Geographic Information Systems format. Prepares graphics and exhibits for presentation to the Director, neighborhood groups, Planning and Zoning Board and Town Council.
 
Assists in the re-write and preparations of amendments and updates to the elements of the Comprehensive Land Use Plan, Zoning Codes and Town Codes.
 
Conducts research and analysis related to physical, social, and economic issues. Prepares statistical data on land use, physical, social and economic issues. Prepares technical studies and reports as necessary.
 
Uses department computer programs to include geographic information systems, spreadsheets and word processing. Operates office equipment.
Performs professional work collecting, organizing, and evaluating planning data.
 
Makes formal presentations of information about planning and zoning process before citizens and community groups.
Performs various administrative duties for Planning and Zoning division, overseeing expenditures and overall work plan; prepares various reports of divisional activities.
Prepares proposed ordinances and resolutions.
Directs and participates in special planning and development studies as required.
Prepares periodic division progress reports; advises supervisor and determines staff work assignments.

Minimum Qualifications:
Minimum Education and Experience
Bachelors degree in Planning Urban Planning, Architecture, Landscape Architecture or related field. AICP certification and Florida experience is preferred.
 
Three (3) years of related planning experience in municipal or county planning functions , preferably in local government planning and experience with geographic information systems. A comparable amount of training or experience may be substituted for the minimum qualifications.

Knowledge, Skills, and Abilities
Knowledge of philosophies, principals, practices and techniques of Town planning relating to the design, urban and regional development, research and zoning activities. Knowledge of the Planning Department application and permit processes and procedures; comprehensive land use plan and of zoning codes and Town codes. Knowledge of the department computer applications to include geographic information systems, word processing, excel spreadsheets, research methodology and standard statistical procedures.
 
Ability to prepare oral and written presentations. Ability to prepare graphics, exhibits and update maps in GIS format. Ability to maintain effective working relationships with co-workers, Town officials, professionals, community groups, homeowners and the public. Ability to conduct research and analysis, prepare statistical data and technical studies. Skills in oral and written communication.
 
Physical Requirements
Must have the ability to commute daily to the Town of Bay Harbor Islands and use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to fingers dexterity, handle, feel or operate objects, read and write English. Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machine. Work is predominately indoors within a usually quiet to moderately noisy environment. May involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight 5 to 20 pounds. May involve extended periods of time at a keyboard or work station.
