Project Manager 4

Salary Range: $6,750.00 - $13,383.33 Monthly

The role of this position is project management for capital improvement and/or expense construction projects of varied scope and complexity. Project assignments can include expense projects that are under $100k up to Major Capital Projects that are up to $70M. Duties may also include working collaboratively with Senior Project Managers on large scale projects with higher value and/or more complexity. The Project Managers assignments will fluctuate based on demand and other considerations. Assignments will be made based on a project managers skillset or experience, work that may be incidental to projects they are already assigned, locations within buildings they are familiar with, or to align with Division workload demands. Projects at this level may have prominent significance within the campus, require Chancellor approval and involve the direction of multiple high-level design and engineering professionals. The Project Manager coordinates and directs projects from concept through design and from construction to closeout with minimal supervision by others.

 

Required Qualifications

• Bachelor’s degree and/or equivalent experience in project management, facility design, interior design, architecture, facility planning, or related fields.

• Demonstrated experience in delivering facility projects from concept through design, and from construction to closeout, including scoping, budgeting, project scheduling and tracking, and effective and active client and stakeholder communications and reporting to leadership.

• Experience in preparing and maintaining fully documented files which reflect a thorough summary of transactions, deadlines, issues, and decision making which meet with established policies and procedures and University requirements.

• Experience successfully managing architectural and engineering capital and non-capital projects with complex scope, including direct responsibility for the leadership of project teams and the development and management of overall project budgets and schedules.

• Experience supervising staff in a project management or construction roll in a challenging work environment with ability to support and advise staff that is struggling with job responsibilities and develop an action plan to assist staff in making improvements.

• Experience with a wide variety of construction delivery methods and best practices.

• Construction administration experience to monitor contractor operations for conformance to contract documents and applicable codes, review and negotiate contractor claims, to oversee the work of inspectors and testing agencies and to actively assist project team in the resolution of technical and procedural challenges.

• Demonstrated experience with design and construction contracts, contract requirements and construction claim procedures.

• Thorough knowledge of project management, construction management, and a high-level technical expertise of building systems including extensive experience in planning and management of construction and renovation of buildings, facilities and physical plant systems and equipment. Skills to appropriately apply practices and procedures to meet University’s building program requirements and objectives.

• Knowledge of current project and construction costs and experience with industry standard cost estimating methods.

• Independent cost estimates, and review and approve payment requests.

• Strong working knowledge of spreadsheet computer software such as MS Excel.

• Interpersonal skills necessary to represent the University in negotiations with construction personnel and to come to a fair agreement for both parties.

• Sufficient financial and accounting skills to prepare, budgets, evaluate, develop, monitor and manage detailed project budgets.

• Knowledge of construction sequences and practices to prepare and/or review project schedules.

• Knowledge of project constructability and skills to anticipate problems in implementation of design and ability to recommend alternate approaches to eliminate such problems.

• Superior oral and written communication skills to deal effectively with a broad range of individuals from construction workers to the highest levels of University’s management personnel, occasionally under stressful circumstances; to prepare clear, concise and professional reports and correspondence.

• Skill in organizing and prioritizing assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadline and heavy workload.

 

Preferred Qualifications

• Relevant certifications such as Project Management Professional, or equivalent; or advanced degree

• Experience in the evaluation of conditions and can make recommendations to improve, revise, and/or clarify current systems, procedures, and policies etc. to promote increased efficiency in department operations.

• Significant experience successfully managing architectural and engineering capital and non-capital projects of the largest scope and complexity, including direct responsibility for the leadership of project teams and the development and management of overall project budgets and schedules.

• Experience supervising or mentoring staff in a leadership role including recruitment, training, work assignment, setting expectations, evaluating performance, developing self-improvement and performance, and initiating reward or corrective action as required.

• Familiarity with California and industry building codes and regulations pertaining to hospitals and healthcare facilities, ADA compliance, fire codes, municipal ordinances, university regulations, policies and procedures.

• Knowledge of hospital functions and general policies and procedures. Understand and be conversant with concepts of desirable spatial relationships for medical and support functions.

• Knowledge and understanding of University and Campus Policies, procedures, practices and resources to direct project processes and procedures.

• Proficient knowledge of word processing, spreadsheets, scheduling, project management and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.
