Oregon State Treasury is recruiting for the position of Senior Investment Officer, Real Estate.

 

This position establishes and monitors new and existing real estate investments for trust funds managed by the Oregon State Treasury.

 

This position directs all daily investment activities related to the Real Estate Program as well as manage its ongoing oversight and administrative functions. This position meets and screens prospective investments, independently determining which investment opportunities should be pursued, and performs due diligence on specific investment opportunities considered most viable for funding recommendation. The person filling this position is expected to travel frequently in order to attend annual partnership meetings and related industry conferences and will represent the Oregon Investment Council on many partnerships Advisory Boards.

 

Monitors current real estate investments reviewing property budgets and annual portfolio business plans from real estate managers; tracking compliance with acquisition, financing and other partnership guidelines and comparing investment performance against stated performance benchmarks; reviewing various financial data from partners and/or property managers; meeting with co-investors, competitors, leasing and investment brokers, property managers, and appraisers; inspecting existing and to be acquired properties; resolving conflicts of interest; and amending partnership documents/agreements as necessary.

 

Monitors current Real Estate Investment Trust portfolio by reviewing quarterly and annual reports from managers; and reviewing manager trading and portfolio turnover to confirm trading and holdings are consistent with strategy. Meets with prospective managers and periodically reviews current manager performance versus peers and benchmarks. Provides OIC recommendations regarding real estate allocations, strategies, and manager hiring/termination proposals.

 

Responsible for supervising the Real Estate Investment team. Responsible for planning, organizing, directing, staffing and coordinating day-to-day activities.

 

Work Schedule

This position is located in Tigard, Oregon. This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s office in Tigard. The schedule will be approximately 80+% time spent remote, with one day per week in the office, with ad-hoc circumstances that require additional time in the office, such as times to present to the Oregon Investment Council, and may be required to present to other state agencies or the public (e.g. State Land Board, Treasurer’s Sustainability Summit, etc.), as well as attend meetings with investment managers and vendors.  These meetings may at times need to be in the office.

 

Salary

The salary range for this position is $230,304-$357,156 annually. For this position there is additional potential of up to 30% of base compensation. This position is eligible for relocation reimbursement.

 

Minimum Qualifications for Our Position

  • A bachelor’s degree in business or finance, or any degree demonstrating the capacity for investment management knowledge and skill; AND ten years of investment experience, including five years of portfolio management experience; AND three years of supervisory experience.
  • MBA or similar graduate-level degree, Chartered Financial Analyst or Chartered Alternative Investment Analyst designation may substitute for two of the ten years' experience requirement.

 

Desired Attributes for Our Ideal Candidate

  • Institutional real estate investment management experience (such as from an asset manager, corporation or public pension plan) as an allocator orasset manager.
  • Extensive experience overseeing or interfacing with external real estate investment managers.
  • Must be willing and able to respectfully debate a point of view in as part of a project team both in the Real Estate asset class and more broadly as a portfolio class lead.
  • Intellectually curious and inquisitive with a deep passion for the real estate asset class and eagerness to build knowledge of the asset class on a continuous basis.
  • Superior pattern recognition and creative problem solving.
  • Mix of micro & macro mindset - must be able to balance doing detailed, bottoms-up analysis and then stepping back to focus on key issues, portfolio construction and the big picture.
  • Experience interacting/managing/collaborating with stakeholders at multiple levels (both internal and external).
  • Essential leadership mindset and passion for team development/mentorship.
  • Excellent attention to detail and accuracy.
  • Adaptable, flexible, and tolerant of ambiguity in a public institution environment (one that does not operate like a commercial enterprise).
  • Self-motivated and resourceful.
  • Excellent written and verbal communication skills.
  • High level of professionalism and self-awareness with a keen ability to positively influence key stakeholders.
