The Senior Real Estate Asset Manager is a fully exempt, professional position with the Alaska Mental Health Trust Land Office (TLO) within the Department of Natural Resources. This position works in conjunction with the other Real Estate Asset Manager as a dynamic team charged with most aspects of real estate development and management of the existing real estate portfolio for the TLO. The incumbent manages at least seven commercial real estate properties in four states, and several other program related facilities in Alaska through property managers and other contractors. The Real Estate Asset Manager team ensures effective management of the portfolio, meeting the goals of the Trust and the TLO with either commercial real estate investment or program related properties. This position is located in Anchorage, Alaska and has the full State of Alaska benefit package.


General Function

This position serves as the Senior Real Estate Asset Manager. In addition to ensuring appropriate performance of the commercial real estate investment assets, this position will also focus on the program related real estate, inclusive of acquisitions, interface with the program services entities, and provide real estate expertise to assist in meeting direct beneficiary services. The position will initiate strategic initiatives to ensure that the commercial real estate investment properties are performing well and meeting income goals. This could include disposition of properties, major capital improvements, competitive leasing offerings, negotiated sales and contracts, land development improvements, property management sometimes through contracted property managers, comprehensive planning, and rezoning or platting efforts. The position requires the ability to perform financial analysis, planning, and reporting activities. These efforts will be balanced with the implementation of strategies and initiatives to improve direct beneficiary services using current or acquired real estate holdings, which are not primarily driven by income generation. This position will rely heavily on the expertise at the Alaska Mental Health Trust Authority (AMHTA) to coordinate any actions to support program goals at the AMHTA balanced with facility and financial goals directed by the board of trustees. The position will coordinate negotiations, due diligence, market evaluation, financial assessments, tenant viability assessments, and architectural best fit planning. Contract initiation and management will be critical in the accomplishment of the many initiatives. A broad range of skills in negotiation, project management, contractual management, asset management, use of legal principles, platting, survey, title review, appraisal review, and financial analysis is necessary for completion of this work.The position must have excellent communication skills, and will be working with Trust Authority staff, community organizations supporting beneficiaries, municipal, state and federal agency representatives, and other professionals.

Major Activities (Typical Duties/Responsibilities)

• Analyze the fiscal impact to the Trust balanced with the benefits gained by the beneficiaries.
• Develop appropriate alternatives to best accomplish program related projects considering other potential uses of the Trust assets that   might be displaced or rendered unavailable.
• Evaluate legal implications of real estate transactions.
• Provide senior review and assessment of requests for direct use of Trust land and non-cash assets related to programs supporting Trust beneficiaries.
• Assist other Asset Manager in managing existing licenses, contracts, permits, and other agreements on Trust lands and commercial investment properties through activities including rent collection and adjustment, insurance and bonding maintenance, site inspection, facility management contracting, agreement termination, and general customer relations.
• Work with Attorney General and outside legal counsel to develop and negotiate appropriate legal documents pertaining to new and existing real estate holdings; synthesize and present major issues to Executive Management.
• Negotiate resolutions to complex real estate transactions and form innovative solutions to meet income goals or program related real estate needs.
• Evaluate applicant qualifications, analyze revenue and risk potential, and review transactional documents such as title, appraisal, survey, and agreement negotiations, and submit written recommendations.
• Complete land use transactions and procurement processes for routine goods and services such as surveys, title reports, and appraisals.
• Manage timelines, tasks, and dependencies to ensure complex projects are completed to the benefit of the Trust.
• Prepare required transactional documents including, but not limited to Trust consultations, best interest decisions, public notices, leases, licenses, and easements.
• Participate in planning for asset management, budget development, and resource development strategies with other staff as well as closely monitoring AMHTA programs and evolving developments to creatively use non-cash assets to further program goals.
• Review and report on financial performance of all real estate assets and use sound financial analysis of performance, risk, market, financing, and pro forma when structuring real estate management strategies.
• Serves as backup to other positions within the Real Estate section as necessary.

Desired Knowledge/Skills/Abilities

• Understanding of real estate transactions, facility management, and acquisitions.
• Understanding of AMHTA beneficiaries and community organizations’ program services and supports as they relate to facility needs.
• Flexibility to adapt to multiple and changing priorities. TLO priorities may be determined by the TLO Executive Director or Deputy Director requiring prompt revision of the daily schedule.
• Entrepreneurial and due diligence skills to further the PRI mission on potential new business opportunities to balance the TLO’s fiduciary responsibility with AMHTA program goals from beginning to project completion.
• Ability to work effectively with and manage a wide variety of professionals involved in land management and their associated work products including attorneys, architects, engineers, appraisers, surveyors, property managers, real estate consultants, developers, investors, contractors, purchasers and sellers, as well as management, staff, and public officials in various levels of government.
• Excellent written, verbal, and technical skills appropriate for professional communications with legal, financial, technical, and managerial professionals, and a wide range of third party professionals.
• General business background to prepare pro forma analysis, budgets, and reports for specific projects on developments.
• Ability to manage people in a variety of positions with varying skills, including prioritizing their efforts for the benefit of the TLO.
• Ability to quickly assimilate new industry and regulatory practices and apply such practices to assignments.
• Ability to think creatively to identify solutions when faced with a challenge.

Minimum Experience/ Qualifications

• Bachelor's degree in business management, accounting, finance, real estate or a related field with a Master’s preferred. AND
• Three years progressively responsible recent experience in real estate development, property management, asset management, construction, financing, valuation, or related area.
