We have an opening for Department Head of the Infrastructure Maintenance & Utilities Department. You will provide strategic and tactical infrastructure management, planning and maintenance leadership to meet the goals and objectives of customers and stakeholders. You will be a key member of the Infrastructure & Operations (I&O) Senior Management Team and report directly to the Associate Director for I&O, ensuring through proactive methods, that all business activities are conducted in a safe, secure, compliant and efficient manner. Additionally, you will maintain high Conduct of Operations standards and expectations included in the LLNS contract and mandated by the DOE. This position is in the Infrastructure & Operations Directorate within the Operations & Business (O&B) Principal Directorate.

 

Essential Duties

- Provide overall leadership and technical direction to the Infrastructure Utilities and Maintenance Department establishing both strategic and tactical plans and to ensure the department goals and objectives are met while championing the Laboratory's Safety Culture.

- Ensure a high level of technical rigor is applied to corrective, preventive and predictive maintenance strategies applied to laboratory assets, systems and operational priorities in the areas of power distribution, mechanical systems, and utilities.

- Oversee the development, design and implementation of strategic electrical and mechanical utility construction and repair projects. Ensure equipment addition and replacement projects are designed to include maintainability and address maintenance worker safety.

- Address deferred maintenance needs and plan for future infrastructure improvements by designing a comprehensive replacement strategy in collaboration with the Laboratory Strategic Infrastructure (LSI) Department.

- Ensure the delivery of exceptional customer service by working with key stakeholders to develop a customer-based quality program.

- Oversee the Department's performance and salary management and employee ranking; manage hiring and recruiting activities. This includes career development of Maintenance and Utilities employees to ensure their success, as well as succession planning. Ensure implementation of LLNL policies regarding ES&H, EEO/AA, diversity, and business practices.

- Oversee the development and implementation of process and procedural documentation that flow down regulatory requirements and institutional policy to the department work force. Execute and manage effective assessment programs, establish key metrics for utility & facility reliability, and monitor department performance to meet the organization's goals and objectives.

- Develop and manage the department operating budget for replacing, repairing and maintaining mechanical and electrical utility systems, executing light construction and a maintenance strategy for building systems and research equipment.

- Participate in contract negotiations with the collective bargaining unit.

- Perform other duties as assigned.

 

Qualifications

- Bachelor's degree in engineering, facility management, construction management or related technical discipline or the equivalent combination education and related experience.

- Advanced technical and leadership skills with a level of expertise and experience to direct, negotiate, influence, motivate and explain complex design concepts across a broad audience ranging from subject matter experts to non-technical staff.

- Advanced knowledge and experience in the areas of power distribution, mechanical systems, and utilities.

- Significant experience leading and managing specialized facilities engineering, maintenance and/or utilities within a diversified organization while maintaining a strong safety culture in the workplace.

- Significant experience managing infrastructure projects (from design to commissioning) with a complexity of project scope that require coordinated support from a variety of organizations.

- Significant experience in long-range planning and establishing strategic and operational goals.

- Significant experience in performance management and supervision of department staff and managers, including performance issues, career development, annual performance appraisals, and salary management with the ability to motivate and inspire a diverse group of professional (exempt), non-exempt, and craft personnel.

- Advanced organizational, problem-solving, and decision-making skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions.

- Proven ability to analyze performance metrics data to implement corrective actions and develop future assessment activities.

- Expert interpersonal, communication, facilitation, and collaboration skills necessary to effectively present, explain, influence and advise senior management.

 

Desired Qualifications

- Advanced degree in engineering, facility management, operations or licensed Professional Engineer (PE).

- Extensive experience with complex budgets and matrixed staffing structure.

- Experience working in an environment covered by a collective bargaining agreement and in a research laboratory environment.

- Experience developing or applying a work planning process and the identification of hazards and work controls utilized to keep workers safe.

- Extensive engineering and management experience in design, maintenance and operation of mechanical utilities (compressed air, city water, LCW, demineralized water, sewer and natural gas) and/or electrical utilities (high voltage and medium voltage distribution systems and switchgear) including regulatory requirements, configuration management, standards and specifications.

 

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

 

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

 

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
